Southerden, Wayman (WCC). Cllr Fowler apologised for late
attendance at 8pm because of his attendance at another Parish
Meeting.

It
was noted that the true figure under the community shop was £200k
and not £2 million as recorded Approved and signed off

6. Chairman’s Report
The Clerk and Chairman attended a joint
parish meeting with WCC at Mere on the issues surrounding the B3089
and the problems at Maiden Bradley. It is clear that Maiden
Bradley, and the road from Frome to the A303 passing through it, are
suffering from heavy lorries and in particular quarry lorries.
There was no disagreement that there was a need for a weight
restriction, though it was felt that lorry drivers were unlikely to
come all the way to East Knoyle if going west. The point was made
very strongly that the solution was not the removal of the weight
restriction at the B3089 because of the danger at Willoughby Hedge,
but work at the A303 / A350 junction, either by traffic lights or
junction re-design. It was clear that WCC had lined up reasons why
this was not possible but agreed to re-examine the issue. It is
important that we respond strongly when formal consultation is
announced.
A resident had drawn the Chairman’s attention to the
fact that The Webster Maclaren Partnership had registered freehold
title to parts of a water pipe network which appears to originate at
the reservoir at Windmill Crossroads. As the reservoir and parts of
the network are on common land owned by the parish council, The
Chairman had asked the estate to clarify whether any part of the
land registration affects our land. Cllr Webster Declared an
interest and stated a reply would be forthcoming when the agent
returned from dealing with his mother’s death.
7. Committee Reports from
respective Chairmen of:
· Planning
Committee. The planning Committee
had met on four occasions since the last Council meeting, including
tonight. It had considered applications in respect of 7 premises.
It objected to one, a track across a field and hard surface around a
barn on the grounds that a stone track would present a scar on the
landscape, but recommended that a sunken mesh surface would be
acceptable. It supported a stable block on a field off Sheephouse
Lane and that was turned down by SDC, The other applications were
supported
· Common
Lands, Highways and Rights-of-Way Committee.
The Parish Steward had been round twice and tidied up various parts
of the village. Work was needed at Sutton Bottom potholing and
resurfacing, Brickyard Hill had been downgraded by WCC. The A350
lines had been done. Brickyard Hill remained dangerous with fast
cars and the deep potholes. Plans had been submitted for a new
garage at Willoughby Hedge to replace the existing one. We had
supported West Knoyle’s view that signs were necessary for vehicles
leaving the garage on the B3089 that it was a two-way road.
· Finance
Committee.
Finances were satisfactory. Work had started on the budget for
2008-9. Before the next meeting the Chair of Common Lands should
let the Clerk know of any budget variations required.
8. Other
Reports from Councillors with Special Responsibilities for:
· Wiltshire
County Council (County Cllr. Wayman).
Not present
· Salisbury
District Council (District Cllr. Fowler).
The survey on residents views on changes to waste collection and
separation has been held.
Salisbury
District Council is to retain the weekly waste collection service
and provide wheeled bins to householders. The black box kerbside
recycling service, currently available in urban areas, will be
rolled out across the district during November this year. Cabinet
will re-examine the costs of collecting plastic bottles and
cardboard before taking a final decision on how to improve the level
of recycling in the district. Black boxes will be issues in
November for recycling items. Salisbury had received a silver award
in the regions Britain in Bloom contest. The new Park and Ride was
not yet open. The problems of Southampton Road were discussed but
Highways insist on the cycle track which is inhibiting changes. The
Bourne Hill project was the subject of negotiations with developers
on a reduced scheme. One Council for Wiltshire – Councillors were
to meet the County in late September to set up a liaison system.
· Village
Hall Management Committee
(Cllr Haworth_Booth) Rents were not going up. Letting
income was down. The Hall was losing the letting by the disabled
group.
· East
Knoyle Community Shop Association (Cllr Coffin)
The AGM in July had extended the
size of the Committee to 12 plus one ex-officio parish Councillor.
The weekly takings were about £4,000 having dropped after bank
holiday from the high £4,000’s. The major challenge remained
volunteer cover in the daytime. The Shop Fun Day had shared the
venue with the Parish Planning Group. Moviola was starting
underwritten by the shop. The shop had invested in a second till
and a new freezer.

Community Safety Partnership (Cllr Haworth-Booth)
The new CSO had been at the meeting and was charged with
regenerating neighborhood watch. The problems of the B3089 had been
discussed. Maiden Bradley had a road closure for re-surfacing and
traffic was diverted via the A350 and B3089 and lorries had been a
problem. .
? Wigglybus
and Link scheme (Cllr Wilson)
Wigglybus was now called Connect2Wiltshire run by a
taxi firm in Warminster. There had not been a meeting of the Link
scheme.
? Parish
Planning Group (Cllr Southerden)
There was to be a barbeque in July
and work was still going on consulting to arrive at issues for a
questionnaire.
9. To approve an amendment
to the banking mandate as recommended by the internal auditor,
subject to approval by HSBC.
This was because the wording used by the bank was
ambiguous and could lead to one signatory changing bank details.
Approved as per the attached wording subject to bank approval.
10. To recommend to Salisbury
District Council that an article 4 order be placed on unlisted
property in East Knoyle preventing the change of roof material and
traditional window designs without planning consent.
We have raised with SDC in the past our concern
that a thatched roof or ancient windows in an unlisted building can
be changed without consent. Thatched roofs are an important part of
village design and should be retained. The solution is an article
4 order which requires consent for such changes. The Chairman
propose we again write to them enquiring as to progress on the
matter. Approved
11. To approve a S.137 donation
of £500 towards the £2,400 cost of a defibrillator for East Knoyle
First Responder Unit in November 2007 should they be required to
purchase it. Ambulance Services
across the country are setting up First Responder teams in rural
areas to ensure early response to emergencies, in particular heart
failure where time is critical. East Knoyle is forming a First
Responder unit in November following a public meeting in October.
Already fourteen parishioners have expressed interest in being part
of the group. Whilst it may be that Wiltshire Ambulance will pay
for the defibrillator for the group being formed for East Knoyle,
They have indicated it may be necessary for the group to fund this
piece of equipment with the remainder of uniform and equipment being
supplied free of charge. It is necessary to plan towards the
possibility we have to pay rather than scramble round at the last
minute looking for support. The team will be required to have a
unit of a type approved by the ambulance service at a cost of about
£2,400. Wren’s Shop has indicated they will probably meet half the
cost of the unit (to be confirmed at the next management board
meeting). The Parish Council is asked to pledge £500 towards the
cost if required. Approved
12. To respond to Salisbury
District Council’s consultation on A Vision for Salisbury
It was agreed the
Chairman and Clerk would work on this and the Chairman would forward
the response to SDC.
13. To respond to East Knoyle
Parish Planning Group on those issues considered by the Council to
be important for the Parish Plan questionnaire.
The minutes of the planning meeting of 4th
September outline the proposed response. Councillors were asked
whether they wish to amend or add to the proposal. The planning
recommendations were approved. The Parish Planning Team will come
back to Council with the draft questionnaire before it is
circulated.
14. To recommend to the Parish
that volunteers participate in an Autumn Clean-up campaign and to
organize a skip Earlier this year
Councillors indicated that a parish clean up day be held in late
September. Councillors were asked to approve the proposal and to
agree to the hire of a skip for collected rubbish. If approved the
Clerk would try to get a grant to cover the cost but it may be
necessary for the Council to pay. Approved
15. To consider how to respond
to Wiltshire County Council’s proposed consultation on the removal
of the weight restriction on the B3089.
Councillors were asked to support the stance that the
correct means of dealing with traffic wanting to go west from the
A350 is junction re-design at the A303 / A350 junction and NOT
removal of the weight restriction on the B3089. Approved
16. To note the recent meeting
held by Rev Steve Morgan on youth work and to appoint a member of
the Council to act as a liaison person for youth.
The Rev Morgan was
congratulated on his initiative. Cllr Wharton was appointed to
liaise with him on behalf of the Council.
17. To appoint the Chairman of
East Knoyle Parish Council as ex-officio member of the East Knoyle
Community Shop Association Management Committee.
