Minutes of a meeting of the Full Council on
Tuesday 8th January 2008

1. PUBLIC OPEN FORUM - Information and Questions from the
Public.
None present
2. Apologies for Absence. Cllrs Campbell and Webster
3. Notices of Interest. None
4. Minutes of meeting held on 13th November 2007. Agreed
and signed off
Matters arising: It was noted that there had been instances of
fly tipping – Salisbury D.C. were the responsible body. The
Newsletter editor was asked to show the contact details for Hills
– the contractor - if anyone had not received a re- cycling box.
5. Chairman's Report. All matters were on the agenda
6. Committee Reports from respective Chairmen of:
- Planning Committee. The Committee had met twice, had
considered 3 items and supported all. The Garage for The Paddocks
had been refused
- Common Lands, Highways and Rights-of-Way Committee. Not
present The Clerk read a report from Cllr Webster (Highways). He
made reference to the Role of the Parish Steward and the
improvements made by him despite limited role and resources. The
real problems on our roads were the responsibility of Ringways
acting on priorities from WCC. Brickyard Hill had been apriority
but that had been demoted by WCC. It was essential that problems
were reported and a record made of the report reference.
- Finance Committee. Finances were in a healthy state. We
were slightly under-spent in 2007-8. The Clerk was thanked for
preparing the budget. The rent from the shop was £2000 a year and
we should make good use of it, ideally identifying a project to
work on, otherwise the auditor would query rising reserves.
7. Other Reports from Councillors with Special
Responsibilities for:
- Wiltshire County Council (County Cllr. Wayman). Not
Present
- Salisbury District Council (District Cllr. Fowler). Not
present – was attending Hindon at 7pm before us.
- Village Hall Management Committee Nothing to report.
- East Knoyle Community Shop Association The shop had
taken £228,000 in 2007. There were not massive profits as there
had been a number of capital improvements. Moviola was being
underwritten, The volunteers had a Christmas dinner, the shop
exceeded a record £6,000 in one week. The Shop had won a Salisbury
Civic Society Design Award. It was anticipated the post office was
safe from closure. The Shop was funding a full entertainment and
alcohol licence for the village hall.
- Mere Community Safety Partnership Not met
- Connect2wiltshire and Link scheme There was no need for
involvement with Connect2 Wiltshire. Link needed drivers and the
Newsletter was asked to publicise it.
- East Knoyle Parish Planning Group. Had not met over
Christmas.
- Youth Group A programme was being publicised.
8. To approve the budget and precept for 2008-9 of £7600.
Approved - it was noted that the youth grant was to be justified and
applied for and not sent in total.
9 Work programme for new woodland - volunteer party. The
new woodland was to be cleared up from 10am on 27th January and
volunteers were requested.
10. Correspondence. None
11. Any Other Business. Cllr Hyde expressed concern about
children playing in the road near the shop. The Clerk informed the
Council that a parishioner had expressed concern about 4 x 4’s using
footpath near Slades (Wise House)
